I've never fished the Rum before, but know of some folks that have and have had good luck on sections down stream after St. Francis. But they were fly fishing as well, so it should be good for conventional gear as well. I know there are many put ins for this river for canoes. Other than that I can't offer to much info. This river is on my list to go down as well.
I would go to the library and check out this book called Flyfisher's Guide to Minnesota by Mickey O. Johnson. The author talks about this river a little bit and has some maps that might be helpful, just make some photo copies, that what I do.. There might be some other books that I'm not away of.
